Electoral processes are one of the most important pillars of democracy. Transparent, fair and representative elections are the basis of the Western democracies. However, holding electoral processes does not necessarily guarantee the establishment and exercise of the democracy. Elections based on intimidation, threats, insecurity, fear, violence, harassment, fraud, vote buying, abuse, manipulation and exploitation of vulnerable conditions are threats to democracy and an expression of the exercise of corruption. The investigation examines the culture, politics, and image of political parties in the extraordinary electoral process for Congress, held in January of this year in Peru; from a political communication perspective. The objective is to demonstrate the level of articulation of the factors that build a democratic society in an electoral process, the relations between culture and politics have a long history, however, the levels of articulation in political language have their expression in the image they project to society, that being the fundamental reason for the article. This paper analyzes the changes that have occurred in the Peruvian legal system since 1992, focusing on the electoral sphere. In this context, it offers a reflection on the interruption of the constitutional regime that led to the replacement of the 1979 Constitution by the current Magna Carta of 1993. In this regard, it discusses three relevant issues that arose from the changes in the electoral system or in the constitution itself. These include political representation in Congress, political parties, and electoral institutions. The author points out the absence of a unified system of norms and the lack of state organization in electoral matters, and also highlights how reforms have been implemented mainly in response to new political situations and specific events, without taking into account the impact or consequences of such decisions.

This paper analyzes the changes that have occurred in the Peruvian legal system since 1992, focusing on the electoral sphere. Tourism destinations need to manage crises and disasters caused by events that affect the image of the destination. Effective communication is essential in these situations. Destination Management Organizations, DMO, are the appropriate entities to lead the communication process before, during and after the crisis in order to achieve a quick recovery in tourism. A research into the DMO crisis communication in Galicia, Spain, to cope with the oil slick may provide a better understanding about how to manage crisis communication in these situations.

This article reviews the most significant technological innovations developed by ONPE in recent years. These innovations were born based on the concepts of process management, results management, competencies management and the Malcolm Bridge performance excellence model implemented at the ONPE in 2014. The technological innovations developed in the institution on the basis of Information and Communication Technologies seek to improve services offered to citizens by following what the excellence in management model establishes. The article reflects that currently each of these technological innovations and their positive effects have yielded a high level of competitiveness in the organization, making it become an example of modernization for other public sector organizations in Perú.

We are going to develop a theoretical frame to understand the role that campaigns would have in a context of political malaise. Considering the multidimensionality of the discontent, we are going to conceive the disaffection like the component more related with what Putnam & Goss called ‘the previous conditions for an effective democracy’. Taking into account the results of other studies surrounding the democratic effects of the campaigns, we will suggest that the electoral advertising could help us to improve the civic sense of the citizens from an attitudinal dimension, strengthening our democracies.

This article analyzes the emergence and evolution of transfuguism, as well as its structure and characteristics, from a legal perspective. The author argues that it is crucial to recognize the foundations and elements of this phenomenon. Although it is not possible to assume an illicit or criminal nature of this figure, it can generate states of anomie within the framework of political institutionality. The author suggests that a defector's desire to change political parties is influenced not only by personal factors, but also by the political environment and relationships within the new political group. Therefore, to prevent the anomie that comes with political party switching, it is suggested that citizens and political leaders take a deliberate stance against the culture of self-interest and individual gain, and instead prioritize the common good and civic responsibility.
