The present Doctoral Thesis in Public Health, had as study object: Recovery of the illness versus Promotion of the Health. Lineaments for a Decentralized Model of Health, from Nursing and the Citizens of the district Victor Larco - Trujillo. They considered like objectives: To analyze the manifestations of the dynamics of the illness and the health; to explain how the aspects of the socioeconomic context, epidemiologist, politician favor and/or make difficult to the recovery of the disease or the promotion of the health from the point of view of the Nurse and the citizens and to propose lineaments for a Model Decentralized of Health at Local level. The theoretical boarding was based on the conception of Health and Disease, according to Alberto Vasco Uribe, Promotion of the Health, Saúl Franco Agudelo and the Preventivista Model de Sergio Arouca. The methodological Referential of qualitative nature with dialectic boarding had like analysis units, 09 participants: Four nurses of the Center of Health of Vista Alegre, four promoters of health, four users of the health center who represented 80 families. It was used the semi structured interview to collect information following the method of thematic oral history analyzing it according to ORLANDI (1997). The results gave like categories of the thesis: a) Mediocrity in the services of health versus Quality of the services of health, b) Hegemony of the Recuperative Model of the disease versus Promotional Model of health, c) Citizenship Informed versus misinformed Citizenship; d) The proposed pillars that sustain the model of Promotion of health are: - First: The citizens: The main actor of the promotion of the health is the population. - Secondly nursing with approach of Promotion of the health - Third party: Local governments. - Fourth: Educative and labor institutions.
