En cuanto al material de estudio se aplicaron el método Inductivo – deductivo y técnicas de investigación, tales como la entrevista y el análisis documentario. El resultado más relevante obtenido es que la entidad incrementó sus niveles de recaudación del Impuesto Predial en el año 2019, con el fin de cumplir la meta establecida por el Programa de Incentivos a la Mejora de la gestión Municipal y percibir el incentivo monetario. Se concluyó que el Programa de Incentivos a la Mejora de la Gestión Municipal influye positivamente en la recaudación del Impuesto Predial de la Municipalidad Distrital de Guadalupe correspondiente al periodo de estudio, motivando al municipio a incrementar los niveles de recaudación, para cumplir las metas establecidas en el marco de dicho programa; y así recibir los incentivos monetarios y ampliar su presupuesto, permitiendo a la entidad mejorar la calidad de los servicios prestados en beneficio de la población. Por lo que, se recomienda perfeccionar los niveles de recaudación del Impuesto Predial de forma sostenible, cumpliendo y superando las metas establecidas por el Programa de Incentivos a la Mejora de la Gestión Municipal en cada periodo, contribuyendo al autofinanciamiento de la Municipalidad Distrital de Guadalupe.

Regarding the study material, the inductive-deductive method and research techniques were applied, such as the interview and documentary analysis. The most relevant result obtained is that the entity increased its levels of property tax collection in 2019, in order to meet the goal established by the Incentive Program for the Improvement of Municipal Management and receive the monetary incentive. It was concluded that the Incentive Program for the Improvement of Municipal Management positively influences the collection of the Property Tax of the District Municipality of Guadalupe corresponding to the study period, motivating the municipality to increase the collection levels, to meet the goals established in the framework of that program; and thus receive monetary incentives and expand its budget, allowing the entity to improve the quality of services provided for the benefit of the population.
