The sub-models of the Ecological and Economic Zoning were determined based on the territorial problems of the Mariscal Ramón Castilla province, for which information was gathered from the workshops that the Regional Environmental Authority has been conducting as part of the process of Ecological and Economic Zoning of the department of Loreto. The objectives were to identify and describe the main territorial problems of the province of Mariscal Ramón Castilla and to determine the sub-models of Ecological and Economic Zoning based on the route of change (based on the theory of change). The information was obtained through the workshop of the V Ordinary session of the Municipal Environmental Commission of the province of Mariscal Ramon Castilla, held on December 03, 2019 in the city of Caballocha, in which the Automated System for the analysis of unstructured problems (Vester Matrix) was used as the basis for the change route matrix, in the framework of the methodological proposal for the Ecological and Economic Zoning process developed by the Ministry of Environment in 2019. A clear example of the territorial problems of the Mariscal Ramón Castilla province are the inadequate basic services (water, drainage, electricity) and the limited accessibility between populated centers to promote the development of the population, which could be oriented to be solved with the submodel of urban - industrial aptitude, which was determined in the change route matrix, taking into account the opinion of local actors and experts in the field.
