Departamento Académico de Manejo ForestalEn el 2015, con el Acuerdo de Paris, Perú se comprometió a reducir sus emisiones de gases de efecto invernadero (GEI) en 30% para el año 2030, con el objetivo de ser un país carbono neutral para el año 2050. Es por ello, que el Estado estableció 62 medidas de mitigación. Según el inventario nacional de gases invernaderos, se determinó al sector uso de suelo, cambio de uso de suelo y silvicultura (UTCUTS) como el mayor emisor de GEI, debido al cambio de uso de suelo a agrícola y la deforestación por la tala ilegal. Se realizaron entrevistas semiestructuradas con preguntas abiertas a diversos funcionarios y actores del sector forestal y ambiental; además, se revisó y solicitó información en los portales de transparencia del gobierno, como informes anuales, presentación y presupuesto de proyectos. Las siete medidas enmarcadas en el manejo de bosques tienen deficiencias en su desarrollo, desde su planteamiento en el 2018 por la comisión multisectorial hasta la actualidad no han mostrado grandes resultados, por deficiencias dentro del Estado como: falta de comunicación entre los actores, desarticulación interinstitucional, falta de involucramiento de las bases en la planificación de proyectos, asignación de presupuestos bajos, avance lento de la zonificación forestal relacionado con intereses políticos, y la poca presencia gubernamental en campo, desconociendo las dificultades al aplicar las propuestas. Por otro lado, Perú tiene potencial para la captura de carbono a través de plantaciones forestales y manejo forestal, esto es visto en el interés en aumentar y conservar áreas de bosques para la retención de carbono por parte de empresas privadas, organismos internacionales, nacionales y no gubernamentales. Además, existen fondos con este fin particular y empresas dedicadas a este rubro.In 2015, through the Paris Agreement, Peru committed to reducing its greenhouse gas (GHG) emissions by 30% by 2030, with the goal of becoming carbon neutral by 2050. To achieve this, the government established 62 mitigation measures. According to the national greenhouse gas inventory, the Land Use, Land-Use Change, and Forestry (UTCUTS) sector was identified as the largest GHG emitter, primarily due to land-use change for agriculture and deforestation caused by illegal logging. Semi-structured interviews with open-ended questions were conducted with various officials and stakeholders in the forestry and environmental sectors. Additionally, government transparency portals were reviewed, and data on annual reports, project presentations, and budgets were requested. The seven measures focused on forest management have shown development deficiencies. Since their proposal in 2018 by the multisectoral commission, they have not yielded significant results due to issues within the state, such as lack of communication between stakeholders, interinstitutional disconnection, insufficient involvement of local communities in project planning, low budget allocations, slow progress in forest zoning due to political interests, and limited government presence on the ground, hindering the effective application of proposed measures. On the other hand, Peru has potential for carbon capture through forest plantations and management. This potential is reflected in the growing interest from private companies, international organizations, national entities, and non-governmental organizations to expand and conserve forested areas for carbon retention.
