Departamento Académico de Ordenamiento Territorial y ConstrucciónEl presente estudio tiene como finalidad evaluar el proceso de formulación de un proyecto de inversión pública orientado a la creación del servicio de provisión de agua para riego en las localidades de Huaynacotas, Piramarca, Visbe, Luicho y Antabamba, mediante la construcción de la represa Paniura, sus obras conexas y estructuras hidráulicas complementarias, en la provincia de La Unión, región Arequipa. El proyecto se desarrolla bajo los lineamientos del Sistema Nacional de Programación Multianual y Gestión de Inversiones (Invierte.pe) y aplica una metodología integral que incluye el diagnóstico de la situación actual de la disponibilidad hídrica, el análisis socioeconómico de la zona de intervención, diseño preliminar del esquema hidráulico y la evaluación de la viabilidad técnica, económica, social y ambiental. La ejecución del proyecto representa una inversión estratégica para el desarrollo sostenible de las comunidades beneficiarias, ya que al incrementar la disponibilidad hídrica permitirá mejorar las condiciones de riego en 549 hectáreas y ampliar el servicio en 182 hectáreas, fortaleciendo las capacidades productivas y socioeconómicas de la población. Asimismo, el proyecto contribuye a disminuir la vulnerabilidad frente a la escasez de agua y promueve una gestión eficiente y sostenible del recurso hídrico en la provincia de La Unión, estableciendo una base sólida para impulsar la productividad agrícola y el bienestar social de la zona de influencia.The present study aims to evaluate the formulation process of a public investment project focused on creating an irrigation water supply service in the localities of Huaynacotas, Piramarca, Visbe, Luicho, and Antabamba, through the construction of the Paniura dam, along with its associated works and complementary hydraulic structures, located in the province of La Unión, Arequipa region. The project is developed under the guidelines of the National System for Multiyear Programming and Investment Management (Invierte.pe) and applies a comprehensive methodology that includes a diagnosis of the current water availability situation, a socioeconomic analysis of the intervention area, a preliminary design of the hydraulic scheme, and an evaluation of the project’s technical, economic, social, and environmental feasibility. The implementation of this project represents a strategic investment for the sustainable development of the beneficiary communities, as the increase in water availability will improve irrigation conditions on 549 hectares and expand the service to an additional 182 hectares, thereby strengthening the productive and socioeconomic capacities of the local population.
