Departamento Académico de Economía y PlanificaciónLa presente investigación analiza la relación de las devoluciones del saldo a favor del exportador y la recaudación tributaria de Perú durante el periodo 2015-2023. Utilizando un enfoque cuantitativo, se evaluó la relación entre las devoluciones fiscales y las recaudaciones totales de la SUNAT, aplicando pruebas estadísticas como la correlación de Pearson y regresión lineal. Los resultados muestran una alta correlación positiva (r = 0.950, p < 0.01) entre las devoluciones del saldo a favor del exportador y las recaudaciones totales de la SUNAT, lo que indica que, aunque las devoluciones incentivan las exportaciones, también generan una reducción significativa en los ingresos fiscales. Además, se concluye que las devoluciones actúan como un subsidio implícito para el sector exportador, lo que plantea la necesidad de revisar estos beneficios para asegurar un equilibrio entre el fomento al comercio exterior y la sostenibilidad de las finanzas públicas. La investigación sugiere que la política fiscal debe enfocarse en diseñar incentivos más equilibrados para evitar que las devoluciones se conviertan en una carga para el Estado.This research analyses the relationship between the exporter's balance refund and tax collection in Peru during the 2015-2023 period. Using a quantitative approach, the relationship between tax refunds and total SUNAT revenue was evaluated, applying statistical tests such as Pearson correlation and linear regression. The results show a high positive correlation (r = 0.950, p < 0.01) between the exporter's balance refund and total SUNAT revenue, indicating that while refunds incentivize exports, they also lead to a significant reduction in fiscal income. Additionally, it is concluded that these refunds act as an implicit subsidy for the export sector, raising the need to reassess these benefits to ensure a balance between promoting foreign trade and maintaining fiscal sustainability.
