Departamento Académico de Economía y PlanificaciónEste trabajo de suficiencia profesional tiene el objetivo de actualizar la tasa de costo de oportunidad de capital (tasa COK) del sector pesquero para la fijación de multas realizadas por el Organismo de Evaluación y Fiscalización Ambiental (OEFA). Debido al aumento de descargos a las multas realizados por las empresas infractoras respecto al periodo considerado para la determinación de esta tasa, surge la necesidad de efectuar una revisión y actualización de la misma. Para el cálculo de la tasa COK se ha empleado el modelo CAPM (Capital Asset Pricing Model, por sus siglas en inglés) por ser el método más empleado por organismos reguladores en el ámbito peruano y el modelo dominante en el ámbito privado. La tasa calculada corresponde al promedio del periodo 2016-2020, es diferente a la tasa empleada anteriormente en el cálculo de multas en simulaciones de escenarios de incumplimiento, y genera diferencias respecto a los importes finales de las multas, evidenciando la necesidad de su aplicación en la fiscalización ambiental.This professional sufficiency work has the objective of updating the capital opportunity cost rate (COK rate) of the fishing sector for the setting of fines made by the Environmental Assessment and Enforcement Agency (OEFA). Due to the increase in discharges of the fines made by the offending companies with respect to the period considered for the determination of this rate, the need arises to review and update it. To calculate the COK rate, the CAPM model (Capital Asset Pricing Model) has been used as it is the method most used by regulatory bodies in Peru and the dominant model in the private sphere.
