En el sector de saneamiento se inicia en el año 2017, bajo la Dirección General de Asuntos Ambientales (DGAA) del Ministerio de Vivienda, Construcción y Saneamiento (MVCS) aprobando nuevas disposiciones con el fin de agilizar el proceso para la obtención de certificados ambientales para obras en el rubro de agua y saneamiento, manteniendo los controles ambientales vigentes. EL presente trabajo tiene como principal finalidad, analizar y evaluar la etapa de diseño, seguimiento y manejo de los Instrumentos de Gestión Ambiental (IGA) en el sector saneamiento, con fines de la gestión y su aprobación en el sector competente. Para lo cual, se consideran tres etapas de gestión de los IGA, la primera etapa es el diseño, donde se clasifica el tipo de acuerdo a los impactos que pueda generar, la segunda etapa es el seguimiento de la aprobación del estudio ambiental y tercera etapa es el cumplimiento y manejo de los compromisos ambientales establecidos en el IGA aprobado. Actualmente se cuentan con normas y lineamientos para la elaboración de los IGAs del sector saneamiento, los cuales detallan el proceso desde su realización hasta la certificación ambiental. Con el transcurso de los años los procesos de gestión y aprobación de los IGAs han ido mejorando en cuanto a la rigurosidad sobre la revisión de las metodologías de evaluación de impacto ambiental y la línea base. Con fines de mejorar estos procesos, es necesario que el nuevo ente de certificación ambiental, «Servicio Nacional de Certificación Ambiental para las Inversiones Sostenibles» (SENACE), termine en la brevedad la transferencia de funciones, para manejar e integrar los mismos lineamientos de evaluación ambiental a todos los sectores de producción del paísIn recent years, Peru has been participating in changes in environmental regulation, to promote more investment projects. The primary purpose of this monograph is to carry out an analysis and evaluation at the stage of design, preparation, monitoring and management of Environmental Management Instruments (IGA) in the sanitation sector, oriented towards the management and approval of the competent sector. Therefore, the three management stages of the Environmental Management Instruments will be taken into account. The first stage being the design, where it is evaluated according to the impacts that the IGA type classification may generate. The second stage is the follow-up where the preparation and approval of the environmental study take place and the last stage is the management and/or fulfilment of the environmental commitments established in the approved IGA. In our country, there are standards and guidelines established for the preparation of IGAs for the sanitation sector, which requires the entire process that entails their completion until obtaining environmental certification. Finally, it can be seen that over the years the management and approval processes of the IGAs have been improving with a little more rigour in the review of the environmental impact assessment methodologies and the baseline. Likewise, it is considered necessary that the new environmental certification body, the National Service for Environmental Certification of Sustainable Investments (SENACE), conclude the transfer of functions as soon as possible.
