Sumario:This article exposes the problems related to citizen insecurity, based on its indicators that affect them, as well as the factors that influence the commission of crimes, for which, social prevention policies and the causes that originate them must be adopted. , from justice operators who do not comply with the demands of punishment for crime and poor decisions, as well as the emergency declaration measures and the challenges faced in citizen insecurity. From a methodological point of view, this study is based on a systematic review of statistics and literature, which is why the following databases were used as sources of information: Dialnet, Redalyc, ScienceDirect and Scopus. Regarding the selection and quality criteria, it was determined: to include all publications between the years 2019 to 2023 and whose origin is derived from indexed journals, refereed academic publications or postgraduate theses; Furthermore, the content had to deal with the actions arranged and their execution of public citizen security policies. These aspects allowed information to be collected, which were examined quantitatively. The main result of this research was that the poor choice of human resources, lack of logistics, implementation of prevention policies and resocialization of the inmate; can significantly influence citizen insecurity.
