La técnica de recolección de datos fue la encuesta y como instrumento el cuestionario. Los resultados determinaron que el nivel de planeamiento estratégico institucional fue regular en 54 %, la gestión presupuestal fue regular en 48 %. Concluyendo que, existe relación positiva y significativa entre el planeamiento estratégico institucional y la gestión presupuestal del Gobierno Regional San Martín, 2021, ya que el coeficiente de Rho de Spearman fue de 0, 990 (correlación positiva muy alta) y un p valor igual a 0,000 (p-valor ≤ 0.01); además, el 98.01 % del planeamiento estratégico Institucional influye en la gestión presupuestal.
