Sumario:Objective: This study analyzes the management of public policies on citizen security in a district of northern Peru during 2025, examining its influence on citizens’ perception of security from a governance and human rights perspective. Methods: A quantitative, applied study was conducted using a non-experimental, correlational–causal, cross-sectional design. A non-probabilistic sample of 267 residents was surveyed using validated Likert-type questionnaires. Data were analyzed through descriptive statistics and ordinal logistic regression. Results: The results show that 47.6% of respondents perceive public policy management as deficient, mainly in policy design, formulation, and monitoring. Citizen security was perceived as deficient by 61.8% of participants, with high levels of criminal victimization and fear of crime. Statistical analysis confirmed that public policy management significantly influences citizen security (p < 0.05), explaining 40.1% of its variance. Conclusions: The findings indicate that deficiencies in public policy management negatively affect citizens’ perception of security. Strengthening collaborative governance, preventive strategies, and a human right–based approach is essential to improve institutional trust and promote sustainable local citizen security.
