Ya que es una problemática actual y que el estado no alcanza a tener una incidencia en los distritos más alejados del Perú. Para cumplir con el objetivo planteado se utilizó en esta investigación cualitativa, las técnicas de recolección de datos; como entrevistas, observación participante, teniendo en cuenta que se ha realizado un método inductivo y analítico investigando la gestión administrativa y los instrumentos de gestión existentes como la planificación, organización, dirección y control. Como conclusión general se concluye que si existe relación entre ambas categorías.
