description El presente trabajo desarrollo del proyecto de investigación, tiene como objetivo general: Analizar de qué manera la ausencia del Estado influye en la Inseguridad Ciudadana, en el distrito de comas, año 2017, a través del análisis documental y de entrevistas a expertos en la materia de seguridad ciudadana, se obtuvieron datos y resultados que luego fueron procesados a través del análisis doctrinario, jurisprudencias y legislaciones comparadas, así como la posición de expertos, para la realización de la investigación se empleó el enfoque cualitativo, el tipo de estudio es básico y orientado a la comprensión conteniendo un diseño de teorías fundamentadas. Finalmente se llegó a la conclusión que la ausencia del Estado influye de manera directa en la inseguridad ciudadana. Ya que en la base del concepto de seguridad ciudadana está el deber del Estado de brindar protección a sus habitantes frente a toda amenaza a su seguridad personal y de sus bienes. En tal sentido, tiene un carácter instrumental ya que constituye un requisito indispensable del estado hacia el ciudadano.
