El tipo de investigación es cuantitativa – correlacional, diseño no experimental – transversal. La muestra estuvo constituida por 48 personas participantes de las audiencias del Gobierno Regional. La técnica elegida para la recolección de datos fue la Encuesta, esta técnica contó con un instrumento que fue el cuestionario. Se aplicaron dos cuestionarios de Escala Likert, uno para la variable independiente, que consta de 12 ítems y el otro para la variable dependiente, que fue de 16 ítems. Finalmente existe relación positiva moderada (Rho=0.693) entre las variables Instrumentos Normativos de Gestión y Participación Ciudadana en la Sede Central del Gobierno Regional de Lambayeque.
