In terms of state aid, this policy means preventing Member States from granting aid to companies that would put them at an advantage over their competitors. Thus, Article 107 TFEU contains a general prohibition of state aid from which it is also possible to establish exceptions. Given the situation generated by COVID-19, the European Commission has been forced to make the European regime established for state aid more flexible on the basis of the possible exceptions with the aim of facilitating economic recovery in the Member States and, therefore, in the European Union. To this end, the European Commission has developed a “Temporary Framework for State aid measures to support the economy in the current COVID-19 outbreak”, which has been subject to successive modifications and extensions.En el contexto de la Unión Europea, la política común de competencia vela por el mantenimiento del mercado único con el objetivo de garantizar los principios que le caracterizan. En materia de ayudas públicas, esta política se traduce en evitar que los Estados miembros puedan conceder ayudas a las empresas que les permitan situarse en una situación ventajosa respecto a sus competidores. Así, el artículo 107 TFUE recoge una prohibición general de ayudas públicas de la que se desprende la posibilidad de establecer excepciones.Dada la situación generada por el COVID-19, la Comisión Europea se ha visto obligada a flexibilizar el régimen europeo establecido para las ayudas públicas amparándose en las posibles excepciones con el objetivo de facilitar la recuperación económica de los Estados miembros y, por tanto, de la Unión Europea.
