In a somewhat exaggerated way, they wanted to typify this model with the rather graphic letterhead of “Policy State”. Others had described him as a "night watchman." In any case, what lay behind all these conceptualizations is that the State needed certain limits that it could not exceed. And this main idea was the one that - starting from the French Revolution - promoted a State model that spread widely throughout the 19th century.Durante el siglo XIX se desarrolló una forma de Estado que se presentaba en términos más o menos pacíficos y sin mayores cuestionamientos. Se hablaba o se entendía como algo natural de una realidad como “Estado de Derecho” o “Estado Liberal” o “Estado Liberal de Derecho”. De manera algo exagerada se quiso tipificar este modelo con el membrete, bastante gráfico, de “Estado gendarme”. Otros lo habían calificado de “guardián nocturno”. En todo caso, lo que subyacía detrás de todas estas conceptuaciones, es que el Estado tenía necesidad de ciertos límites que no podía sobrepasar.
