This article’s purpose is to analyze the power and autonomy of the Peruvian State to implement this program from a political science perspective. Therefore, its structure, scope and impact are evaluated from the approach of authors such as Max Weber, Michael Mann and Guillermo O’Donnell. The research concludes that it is a strong bureaucracy and infrastructure policy, but also it has coverage and corruption problems seen as brown areas, which make its efficiency questionable.En el Perú, se han creado diversos programas alimentarios que han tratado de satisfacer la demanda social y contrarrestar la desigualdad social. Uno de estos programas es Qali Warma. El Estado peruano ha impulsado su diseño, planificación e implementación. Sin embargo, esta política pública presenta ciertas debilidades y tropiezos. El objetivo del presente artículo es analizar el poder y la autonomía del Estado peruano en la ejecución de este programa desde la Ciencia Política. Para ello, evaluamos su estructura, alcance e impacto desde el enfoque de autores como Max Weber, Michael Mann y Guillerno O’Donell.
