In this article the foundation of the social demand for university education is examined at its origin, in the individual participants in the process: in the decisions by secondary school graduates. Economic considerations are not the only factors on which students base their future plans, it is discovered. For males, however, especially males within a midrange of family income, these economic considerations are important factors in the decision process. These students' beliefs about the benefit of university education is determined partly by their access to information, it is seen. Access to information results in lower estimations of university salaries. If educational expansion continues in Peru at the rates prevalent in the pre-1984 period, it is concluded, then the education system may contain within it the seeds of its destruction.Anteriores estudios acerca de la política educativa en América Latina asumen que el Estado posee un poder ilimitado y una amplia autonomía para reestructurar los servicios de beneficio social. La presente investigación muestra que estas aproximaciones simplifican excesivamente una realidad más compleja. En este artículo, el fundamento de la demanda social por la educación universitaria es examinado en su origen, es decir, en la participación y decisión individual de los egresados del último año de secundaria dentro del proceso. Ha sido demostrado que las consideraciones económicas no son los únicos factores en los cuales los estudiantes basan sus planes futuros. Sin embargo, para los varones, especialmente aquellos que provienen de familias de ingreso medio, dichas consideraciones económicas son importantes en su proceso de toma de decisiones. El autor demuestra que la creencia de estos estudiantes acerca del beneficio que proporciona la educación universitaria está determinada parcialmente por su acceso a la información.
