The creation of a Ministry of the Environment and the actions to achieve the Millennium Development Goals show the importance that the environmental issue has in the national agenda. In particular, a way in which the local and regional governments can contribute to “ensure environmental sustainability”(Goal 7 of the MDGs), is the public investment in environmental matters. Therefore, the research tries to answer these questions: (i) Are environmental issues important for the local and regional governments?; (ii) Which barriers are affecting the planning and implementation of environmental investments? This paper considers the variable “environmental project” as a proxy for the importance of the environmental topic, because its implementation is a way to execute the environmental responsibilities that these levels of government have by law. Due to an inexistent definition of “environmental project”, the first step of the research was to set it using the framework of the National System of Public Investment. The authors developed four definitions, considering different criteria about how the concept of environment may be analyzed. Using those definitions, the research analyses some restrictions that this kind of projects have, for instance, the methodology of evaluation, the budget of the project, among others. The main results show that the narrower the definition of environmental project, the less the possibility to be approved and considered a priority. Also, the results show that these differences can be explained by the applied methodology of evaluation procedure and the cost ofthe studies of preinvestment. Nevertheless, these explanations require more research and are the subject of a future paper. |

Nevertheless, these explanations require more research and are the subject of a future paper.La suscripción de la Declaración del Milenio y la creación del Ministerio del Ambiente denotan la importancia que el tema ambiental está adquiriendo enel quehacer nacional peruano. Una manera en que los gobiernos subnacionales pueden contribuir a “garantizar la sostenibilidad del medio ambiente” (Objetivo 7) es a través de la inversión pública en proyectos de conservación y mejora del daño ambiental ocasionado. En ese sentido, esta investigación aborda las siguientes interrogantes: ¿cuán importante es el tema ambiental para los gobiernos subnacionales? y ¿qué factores estarían limitando la planificación e implementación de inversiones en proyectos ambientales? Esta investigación considera que los “proyectos ambientales” son una buena aproximación a laimportancia que los distintos niveles de gobierno dan al tema ambiental, ya que su implementación es una manera de ejecutar las responsabilidades que tienen por ley. Para ello, el primer paso de la investigación fue crear la definición de “proyecto ambiental”, en el marco del Sistema Nacional de Inversión Pública. En el proceso, las autoras desarrollaron cuatro definiciones utilizando diferentes criterios según la forma como puede ser entendido el concepto “ambiental”. Utilizando estas definiciones, se analizan algunas de las restricciones que enfrentan este tipo de proyectos, como la metodología empleada para su evaluación, los costos de los estudios de preinversión, el nivel de gobierno que aprueba los estudios, entre otras variables de análisis. El estudio concluye quelos proyectos ambientales con una definición más estricta son los menos priorizados por los gobiernos subnacionales y que algunos factores que podrían explicar esta diferencia tienen que ver con los mayores costos y las dificultades metodológicas asociadas a estos proyectos.
