This allows them to jointly determine whatis the being and doing that society wants to prioritize; and hence, contributeto implementing more effective human development policies.El presente artículo analiza la influencia del enfoque de desarrollo humano (HD) en la agenda de política pública peruana. Se examinan dos políticas dedesarrollo humano aplicadas en el Perú para mostrar cómo pueden incorporarse los principales elementos del enfoque de capacidades de Amartya Sen en laevaluación de políticas públicas. El análisis muestra que reconocer el elemento de agencia humana implica un diálogo permanente entre políticos, técnicos y ciudadanos para establecer la agenda política de desarrollo humano.
