In this sense, we deal basically with existing problems in decrees and resolutions of different kinds, and the possible solution lines in the constitutional plane as in the legislative.El objeto de este trabajo es sistematizar, a nivel de la estructura del orden jurídico, los actos administrativos y de gobierno que realiza el Poder Ejecutivo, cada vez más indisolublemente confundido con lo que, en términos históricos, ha sido sólo una de sus partes: la Administración Pública.Nos interesa tratar el problema desde el punto de vista jurídico, lo que implica centrarnos en las formas legales que asume la actuación de funcionarios y gobernantes.
