Departing from the dichotomy «donors-beneficiaries», which has long dominated the system of international cooperation for development, this paper argues that the higher the level of professionalization of the beneficiary, the greater its ability to influence the terms of the cooperation in accordance with its own needs. The case of Minas Gerais reveals that a well-oriented development strategy together with a mature organizational structure were crucial to establishing an active partnership with the World Bank and the French province of Nord-Pas de Calais.El artículo explora cómo los receptores de la cooperación para el desarrollo pueden disfrutar de los beneficios de los acuerdos internacionales con organizaciones internacionales y países de la OCDE. A partir de la dicotomía «donantes-beneficiarios», que ha dominado durante mucho tiempo el sistema de cooperación internacional para el desarrollo, se sostiene que cuanto mayor es el nivel de profesionalización del beneficiario, mayor será su influencia para establecer términos de cooperación de acuerdo con sus propias necesidades.
