In Peru, towards the end of March 2003, a Market Makers Program was set up, with the main objective of developing a public debt market denominated in nuevos soles, and thereby to encourage a domestic capital market. Important results have been achieved in the first four years: amongst other things, the formation of a nuevos soles yield curve with a maturity of 20 years, an increase in the domestic sovereign bonds liquidity, and a reduction in the public debt currency mismatch. This paper analyzes the impact of the program. The evidence suggeststhat if policy makers fail to consider issues that will help build on these successful results, then market development may well be limited in the years to come.En los últimos años se ha difundido en países emergentes la aplicación de estrategias de administración de pasivos de la deuda pública, que tienen como finalidad la reducción de la exposición a riesgos financieros, y con ello, a choques externos adversos. En el Perú, a fines de marzo del 2003 se puso en marcha el Programa de Creadores de Mercado, con el propósito de desarrollar el mercado de deuda pública en nuevos soles, y con ello, el mercado doméstico de capitales. En sus primeros cuatro años de funcionamiento se han obtenido logros importantes: la formación de una curva de rendimientos en nuevos soles de hasta veinte años, el incremento de la liquidez de los bonos domésticos de deuda pública, la mejora en la composición por monedas de la deuda, entre otros. Este documento analiza el impacto del programa.
