A free market con tributes towards economic growth. For that to happen, it is necessary for goods and services to exchange at zero cost. However, these costs are always present in transactions; hence, the market's functioning will depend on the particular institutional context that exists in the economy and on the State's role as supplier of infrastructure and basic social services. On the other hand, pressure from certain political groups is the cause of numerous State decisions. This important variable suggests a need for the institution of reforms to reduce the government's vulnerability against these groups.Aspectos centrales como el marco institucional adecuado para que funcione el mercado y la consolidación política de las reformas son discutidos en este artículo. El funcionamiento del mercado libre contribuye al crecimiento económico. Para que ello se realice, es necesario un intercambio de bienes y servicios sin costo alguno. Sin embargo, estos costos siempre están presentes en las transacciones; por lo tanto, el resultado del funcionamiento del mercado dependerá del particular marco institucional que exista en la economía y del rol del Estado como proveedor de infraestructura y servicios sociales básicos. Por otra parte, las presiones de los grupos de interés explican numerosas políticas del Estado.
