The objective was to develop an Integral Plan for the Management of Foreseeable Risks as a proposal to be included in the Technical File, for the planning of the execution of works by direct administration of educational infrastructure projects according to current norms and regulations, aimed at optimizing investment in works. public in the Puno Region. The research method is mixed. The techniques used were documentary analysis, Risk Mapping identification, Risklog risk registry, RBS risk breakdown structure and data assessment through Monte Carlo Simulation. The study population is 22 educational institutions and a case study, the sample is selected and not random. The Integral Risk Management Plan improves the execution of works by direct administration of educational infrastructure, optimizing cost, time, scope and quality, determining an increase of 7.91%, representing a significantly low percentage compared to the increase of 229.16% without the application. of risk management.Como consecuencia de la política nacional de reactivación económica de los últimos gobiernos, se busca mejorar el sector construcción, sin embargo, los índices de paralización de obras también incrementan, siendo importante la aplicación de un Plan de Gestión de Riesgos. El objetivo fue desarrollar un Plan Integral de Gestión de Riesgos Previsibles como propuesta a incluirse en el Expediente Técnico, para la planificación de la ejecución de obras por administración directa de proyectos de infraestructura educativa según norma y reglamento vigente, orientado a optimizar la inversión en obras públicas en la Región de Puno. El método de investigación es mixto. Las técnicas utilizadas fueron el análisis documental, identificación Risk Mapping, registro de riesgos Risklog, estructura de desglose de riesgos RBS y valoración de datos a través de la Simulación de Monte Carlo. La población de estudio son 22 instituciones educativas y un estudio de caso, la muestra es seleccionada y no al azar.
