Method: The method used was constant comparative, which is a way of interpreting texts through coding and comparing them. Results: The result of the constant comparative analysis left four systematic networks, the first two were on the National Housing and Urban Policy and the remaining two on the Sustainable Urban Development Law. For the National Housing and Urban Policy, the most recurring subcategory was habitability, while in the Sustainable Urban Development Law the main subcategories found were urban planning and territorial conditioning. Conclusion: The norms and urban plans such as the Sustainable Urban Development Law and the National Housing and Urban Policy, through their adoption and supported by the set of subcategories that compose them, will increase economic and, above all, urban development, where the main goal is to achieve sustainable urban development.Objetivo: Realizar un análisis exploratorio descriptivo sistemático de la Política Nacional de Vivienda y Urbanismo (PNVU) y la Ley del Desarrollo Urbano Sostenible (LDUS), con el propósito de identificar las categorías y subcategorías más relevantes de ambos documentos. Método: El método utilizado fue el comparativo constante, que es una forma de interpretar textos a través de una codificación y comparación de estos. Resultados: El resultado del análisis comparativo constante dejó cuatro redes sistemáticas, las dos primeras fueron sobre la PNVU y las dos restantes de la LDUS. Para la PNVU, la subcategoría más recurrente fue la habitabilidad; mientras que en la LDUS las subcategorías principales encontradas fueron la planificación urbana y el acondicionamiento territorial.
