On the first, we emphasize the critical challenges facing the youth sector for its acquisition and development. Likewise, in terms of innovation, we ponder over some new public policy instruments that are being developed in other latitudes with positive results. Finally, we develop a proposal that tries to connect both points. That is, an instrument, the social impact bond, with proven results in other territories, projecting it and adapting it to a possible implementation in the youth population of the service sector, specifically in the tourism sector, around their first work experience. The formula is proposed at the scale level for prototyping, validation and obtaining lessons learned.El presente ensayo centra su desarrollo en el análisis de dos aristas importantes para nuestro país: capital humano e instrumentos de política pública. Sobre el primero, enfatizamos los retos álgidos que enfrenta el sector juvenil para su adquisición y desarrollo. Así también, en materia de instrumentos de política pública, reflexionamos en torno a algunos nuevos instrumentos que se vienen diseñando y desarrollando en otras latitudes con resultados concretos. Finalmente, desarrollamos una propuesta que trata de conectar ambos puntos. Es decir, un instrumento -el bono de impacto social- con resultados comprobados en otros territorios, proyectándolo y adecuándolo a una posible implementación en la población juvenil del sector servicios, concretamente en el sector turismo, en torno a su primera experiencia laboral.
