In addition, transnational companies reduce the research and development actions of their local subsidiaries. A national consensus is urgently needed to establish a new institutional framework that turns research and technological innovation into the key link in the irreversible leap to development.El Estado peruano ha sostenido una política de abandono sistemático de la ciencia y la tecnología, actitud que nos ha relegado a los últimos lugares de América Latina. Esta situación se agrava actualmente por las presiones que ejerce EE.UU. para modificar a su favor la normatividad en materia de patentes, lo cual podría frenar los procesos nacionales de aprendizaje y reducción de la brecha tecnológica. Además las empresas transnacionales reducen las acciones de investigación y desarrollo de sus filiales locales.
