In this sense, the concept of citizen security is broadened in order to analyze the causes that threaten it, configuring it in a situation of citizen insecurity. In this sense, based on a focus on the victim and the victimizer, the causes of citizen insecurity are sought, understanding this as a situation of danger or risk, or the occurrence of an event that violates some right. Thus, the analysis is distinguished by differentiating two moments, before the occurrence of an event that violates a right and after the occurrence of the event, for which State services aimed at prevention and others aimed at the care of victims and perpetrators emerge. Finally, the document seeks that the institutions identify their role within citizen security and emphasize, according to their competencies, the strengthening of the provision of citizen security services.El presente documento tiene por objetivo delimitar los alcances de la seguridad ciudadana desde el punto de vista de la intervención del Estado. En ese sentido, se amplía el concepto de seguridad ciudadana, para luego analizar las causas que atentan contra ella, configurándola en una situación de inseguridad ciudadana. En ese sentido, a partir de un enfoque de la víctima y el victimario, se busca encontrar las causas de la inseguridad ciudadana, entendiendo esta como aquella situación de peligro o riesgo, o de la ocurrencia misma de un evento que vulnere algún derecho. Así, se distingue el análisis diferenciando dos momentos, antes de la ocurrencia de un evento que vulnera un derecho y después de la ocurrencia de este, para lo cual surgen servicios del Estado orientados a la prevención y otros a la atención de las víctimas y victimarios.
