The CEPLAN proposals and the PNCTI 2006-2021 coincide in highlighting the strategic importance of science, technology and innovation in Peru's competitive development. But innovation is not enough; an entrepreneurial culture is also necessary; unfortunately, Peru occupies one of the most unfavorable positions in the world in terms of the business environment for local entrepreneurs.Entre los años cincuenta y setenta del siglo pasado el debate eco­nómico y productivo relacionaba desarrollo con crecimiento; hoy retomamos la discusión consciente de la necesidad de producir con el mayor valor agregado posible y de que para ello hace falta priorizar la ciencia y la tecnología. Las propuestas del CEPLAN y el PNCTI 2006-2021 coinciden en destacar la importancia estratégica que tienen la ciencia, la tecnolo­gía y la innovación en el desarrollo competitivo del Perú.
