The objective of this research is to analyze and explain museum institutionalization as a built heritage category and citizen cultural right within the framework of the State's public policies. The inherent purpose of the museum is explained to increase knowledge, education, roots in historical and cultural memory, build citizenship and identity, and be an urban symbol to raise effects of evaluations of cultural assets, according to the viewer's experiences of significance. The museum context and the role of the State are interpreted through historical, descriptive and conceptual methods, using analysis, deduction and evaluation techniques. The results obtained are the theoretical and conceptual approaches regarding the State and museum culture. The study supports the importance of institutionalizing the museum with legal instruments and cultural policy guidelines, to reclaim history, forge identity and strengthen the cultural sovereignty of the country.
