Sumario:This research analyzes the narratives and discursive strategies used in the Peruvian Congress in relation to two bills on sexual and reproductive rights during the first half of the 2021-2026 congressional term. Bills 904/2021-CR, which promotes the quality of educational materials and resources, and 785/2021-CR, which recognizes the rights of the conceived, were selected for the analysis, as well as two instances of debate for each one. The projects were chosen on the basis of the possible risk they represented for the full exercise of people’s rights, according to the observations of expert institutions. Critical Discourse Analysis (CDA) was applied to identify the strategies used in the argumentation in favor of the approval of these projects and, consequently, of the restriction of sexual and reproductive rights of citizens. The results indicate a strategic shift on the part of conservative groups, who opt for secular and scientific language to construct their arguments, leaving behind the use of moralistic and religious language. It also revealed a strategic use of fear to cause emotional reactions and controversy, contributing to the spectacularization of politics and polarization of society.
