The researchdeveloped was of a basic type, employing a quantitative approach that produced a descriptive level study, under a nonexperimental research design of transversal cut. The sample was obtained through a purposive sampling procedure, and consisted of 10 doctoral students enrolled in the Thesis Seminar III of the Doctorate in Law of the Graduate School of the University of Huánuco (Peru), to whom a survey was applied, administered through a questionnaire. Results. There is a vast and differentiated labor regulation in the Peruvian public sector, where there are 15 different labor regimes, in a context of unresolved structural labor problems by the current legislation, which contributes to increase labor instability in the public sector, whose responsibility lies with the national, regional and district governments; all of which reafrms the legal meaning of labor stability as a contractual link between the State and the public employee. Conclusions. The Peruvian public labor regulatory policy of the past five decades is in general terms coexistent, dispersed and unequal, and has maintained the incoherent effects on the welfare of the public worker based on the coexistence of the private labor regime within the public sector.

Objetivo. Analizar, a partir del juicio de expertos en la materia, la normativa laboral peruana en el sector público durante las últimas cinco décadas, comprendiendo trece gobiernos entre 1968 y 2021, desde la presidencia del general del E. P. Juan Velasco Alvarado hasta la del ingeniero Francisco Rafael Sagasti Hochhausler. Métodos. La investigación desarrollada fue de tipo básico, empleándose un enfoque cuantitativo que produjo un estudio de nivel descriptivo, bajo un diseño de investigación no experimental de corte transversal. La muestra fue obtenida con el procedimiento de muestreo intencional, y estuvo constituida por 10 doctorandos matriculados en el Seminario de Tesis III del Doctorado en Derecho de la Escuela de Posgrado de la Universidad de Huánuco (Perú), a los cuales se les aplicó una encuesta, administrada a través de un cuestionario. Resultados. Existe una basta y diferenciada normatividad laboral en el sector público peruano, donde existen 15 regímenes laborales distintos, en un contexto de irresolución de los problemas estructurales de trabajo por la legislación vigente, lo que contribuye a acrecentar la inestabilidad laboral enel sector público, cuya responsabilidad recae en los gobiernos nacional, regionales y distritales; todo lo cual reafrma el signifcado jurídico de la estabilidad laboral como un vínculo contractual entre el Estado y el empleado público. Conclusiones. La política normativa laboral púbica peruana de las cinco últimas décadas resulta en términos generalescoexistente, dispersa y desigual, y ha mantenido los efectos incoherentes sobre el bienestar del trabajador público en base a la coexistencia del régimen laboral privado dentro del público.
