Before and after, both states promoted development orientations that dispensed with the Andean-Amazonian axis as a natural space to dynamize and project the neighborhood interrelation. Since the colony and during much of the republican period, the prevailing geopolitical trend, both in Peru and Brazil, was the development of the coastal strips as nuclei of political, economic and social articulation.En 1909, el "Tratado de Límites, Comercio y Navegación" suscrito entre el Perú y Brasil, representados por sus entonces cancilleres, Hernán Velarde y el Barón de Rio Branco, estableció definitivamente la delimitación fronteriza entre ambos países. Dicho instrumento jurídico bilateral, sin embargo no modificó pautas históricas. Antes y después, ambos estados impulsaron orientaciones de desarrollo que prescindieron del eje andino-amazónico como espacio natural para dinamizar y proyectar la interrelación vecinal.
