A nivel mundial, la ONU y la iglesia católica se han ocupado del tema por haber estado dedicado el año 1994 a la familia. Intentar una definición de PR es   encontrarse con opiniones cuya diferencia radica en la profundidad de la materia, pues algunos utilizan parcialmente el concepto para justificar sus objetivos institucionales.
