He recognized the cytological report as a formal medical consultation and is cytopathologists ultimately, medical and legal responsibility of the cytological diagnosis.El Sistema de Bethesda fue propuesto por primera vez en un taller auspiciado por el Instituto Nacional de Cáncer de los Estados Unidos, realizado en la ciudad de Bethesda, en diciembre de 1988. La reunión, en la que participaron una pléyade de citopatólogos, fue motivada por la necesidad de estandarizar la terminología y uniformizar las características de los informes de los resultados.
