It also provides recommendations aimed at improving the National Migration Policy, whose approach should encourage the return of human talent residing abroad.El presente artículo realiza algunos comentarios sobre la pertinencia de los textos sustitutorios de los Proyectos de Ley 3580 y 3633. A tal efecto, se explora los antecedentes de la legislación en materia de incentivos a los migrantes retornados, así como los alcances y las modificaciones de la Ley 30001. Aunado a ello, se brinda recomendaciones encaminadas a la mejora de la Política Nacional Migratoria, cuyo enfoque debe incentivar el retorno del talento humano que reside en el exterior.
