Despite efforts to expand service coverage over the past 20 years, there are still households not connected to the water network, particularly in informal settlements. Given SEDAPAL’s limitations in achieving universal coverage, residents of informal settlements rely on self-built infrastructure to improve their water access, demonstrating a form of grassroots resilience and agency. This article explores the interaction between access to water, self-built infrastructure, and urban citizenship, focusing on the case of one informal settlement in the district of San Juan de Lurigancho. Through the hydro-social cycle concept, this article analyzes how residents have developed resilience strategies through self-managed infrastructure and informal agreements in the absence of official household connections. Drawing on the concept of citizenship as a contested and relational process, the research argues that access to water in informal settlements transcends the provision of a public service; it becomes a symbol of belonging, recognition, and inclusion within urban space.Proveer agua a la ciudad de Lima, actualmente extendida en áreas desérticas y con más de 10 millones de habitantes, es un desafío continuo para SEDAPAL, la empresa pública de agua y alcantarillado de Lima. A pesar de los esfuerzos por ampliar la cobertura del servicio en los últimos veinte años, existen aún hogares que no están conectados a la red de agua, especialmente en asentamientos humanos. Dadas las limitaciones de SEDAPAL para brindar cobertura universal, los residentes de asentamientos humanos recurren a infraestructuras autoconstruidas para asegurar su acceso al agua, demostrando una forma de resiliencia y agencia desde la base. Este artículo explora la interacción entre el acceso al recurso natural del agua, las infraestructuras autoconstruidas y la ciudadanía urbana, presentando un estudio de caso en un asentamiento humano del distrito de San Juan de Lurigancho. A través del concepto del ciclo hidrosocial, se analiza cómo los residentes han desarrollado estrategias de resiliencia mediante infraestructuras autogestionadas y acuerdos informales en ausencia de conexiones oficiales en sus hogares. Basándose en el concepto de ciudadanía como un proceso disputado y relacional, la investigación desarrolla que el acceso al agua en los asentamientos humanos trasciende de la provisión de un servicio público; es un símbolo de pertenencia, reconocimiento e inclusión dentro del espacio urbano.Pontificia Universidad Católica del Perú.
