In turn, mention is made of a socialist model in which the Parliament supervises constitutionality. In the case of Peru, the author examines the historical evolution of constitutional justice and the convergence of these systems in their current model, including the creation of the Tribunal of Constitutional Guarantees. However, he also criticizes the deficiencies in its implementation, attributed to subjective factors such as insufficient training of magistrates and judges, stressing the importance of strengthening these institutions to consolidate the democratic system and guarantee the effective protection of fundamental rights.El texto describe el concepto de justicia constitucional, también conocido como jurisdicción constitucional, definiéndolo como el conjunto de mecanismos destinados a garantizar la supremacía de la Constitución en el marco de un Estado de derecho. Se detalla su origen en el constitucionalismo moderno, destacando los dos sistemas principales: el americano o "difuso", en el que cualquier juez tiene la facultad de declarar inconstitucional una norma en casos concretos, y el europeo o "concentrado", que delega esta función a tribunales constitucionales especializados. A su vez, se menciona un modelo socialista en el cual el Parlamento supervisa la constitucionalidad. En el caso del Perú, el autor examina la evolución histórica de la justicia constitucional y la convergencia de estos sistemas en su modelo actual, incluyendo la creación del Tribunal de Garantías Constitucionales.
