Figura contrapuesta tanto fenotípicamente como en cuanto a los intereses socieconómicos de la élite que en ese entonces gobernaba el país.El autor, a lo largo del texto, desarrolla la figura de Santa Cruz ligada al contexto de la época y sus intentos modernizantes desde el ámbito económico y, sobretodo, legislativo.
