Entre 1982 y 2006, con la crisis de la deuda externa, se desmanteló la política industrial de sustitución de importaciones y se fomentó un modelo exportador. En los períodos de Correa (2007-2017) se formuló una política industrial neodesarrollista, orientada a cambiar la matriz productiva en el segundo auge petrolero (2004-2014).
