Sumario:This article shows us the problems that exist between the government and the civil service, exposing the limited efforts that have been made so far. Similarly, this research describes the factors that exist in the poor hiring of public servants; also pointing out the background of the existing reforms and counter-reforms. Thus, the reseach concludes with proposals for a better efficiency in the hiring of public servants.
