The research studies the communicative behavior of the Regional Government of La Libertad during the first wave of the Covid-19 pandemic. The study aimed to know how the strategies applied by the authority influenced the public's response to the disease. For this purpose, the publications of the institution and a local media outlet were analyzed through content analysis. Their data were contrasted with empirical observation and the testimonies of journalists in charge of producing the news. The main result of the study concludes that the plans implemented by the authorities by not making information transparent and manipulating reality by trying to create an alternative reality characterized by efficient management when the real scenario was different, generated a post-truth that caused distrust and uncertainty. creating a conflict in society. The research is based on the theory of risk communication, as a prevention guide, and post-truth as one of the consequences of the lack of effectiveness in the communication skills of governments.
