Descripción
Sumario:In Peru, according to data from the Demographic and Family Health Survey (ENDES), between 1995 and 2007, the prevalence of chronic malnutrition (DCI) remained almost invariant at around 28%. From 2008 to 2014, the DCI indicator fell more than 14 points from the national average, with a greater reduction in children from the poorest quintiles. This fact made the fight against the DCI in Peru one of the most successful cases of social policy in the world. Behind all this, there was a set of innovations in financial and budgetary policy and management that led to the timely delivery of effective services to attack this problem. This article aims to describe these innovations, as well as the key milestones that enabled such a reduction in DCI. The relevance of addressing this problem for human development is highlighted; likewise, the magnitude of the DCI in Peru is described; management failures of the Peruvian State that hindered a successful intervention are identified; and finally, the innovations that made this success possible are described.
