The core of the author’s contribution to the Economic Analysisof Public Law is connected to the Neoclassical School and Welfare Economics thought,as explained in this paper. Villar offers a prodigious notion of fair price well grounded ona robust knowledge of the history of ideas and it is applied to define the redistributiverole of public bodies through regulation. Villar’s insights are of great help to comprehendthe current fiscal equilibrium struggle and collective action institutions functioning.El corazón de la acción colectiva late mediante dos cámaras, la tributación y laregulación. La regulación es considerada por Villar Palasí como un remedionecesario frente a la regresividad de los sistemas tributarios modernos, quedependen críticamente de los impuestos indirectos para mantener la recaudación yno cuentan con estructuras presupuestarias fiables para la reasignación de rentas.Este núcleo central de sus aportaciones al análisis económico del derecho públicoestá conectado con el neoclasicismo económico y la economía del bienestar, según seexplica en este artículo. La noción de precio justo, de la que Villar ofrece una síntesisprodigiosa sobre la base de un conocimiento exhaustivo de la historia de las ideas, esempleada para definir la misión redistributiva de la Administración medianteregulación.
