This happens, because as the actor in charge of regulate mining activities, it has the obligation of assume a position and to decide about the course of these conflicts.  Si bien es cierto que la actividad minera es sinónimo de inversión, crecimiento y desarrollo, muchas veces también se convierte en causa de conflicto, no solamente entre la empresa extractora y las comunidades impactadas, sino que además involucra al Estado, que como actor regulador tiene la obligación de asumir posiciones y decisiones en relación a dichos conflictos.Universidad San Martín de Porres.
