Así, la Mesa de Concertación para la Lucha Contra la Pobreza (MCLCP) se ha convertido en el estándar de la concertación. Entonces, ¿por qué y cómo participa la sociedad civil y el estado en el MCLCP de Cajamarca. Al basarse en una sociología de la evaluación, esta investigación intenta responder a esta pregunta. Por consiguiente, el estudio de la calidad de la participación y de la concertación nos permite mostrar de una parte los indicadores de análisis de la calidad y de otra parte la caracterización de la democracia participativa en la MCLCP de Cajamarca.
