Esto implica cambiar la mentalidad de la población respecto a la importancia de la presencia de transportes alternativos como opciones más amigables con el medio ambiente, mejorando, a través de la cultura y educación, la situación actual del transporte en Lima y específicamente en el centro histórico, el cual, es una zona de gran valor monumental y frágil ante la masiva carga de transporte y de población actual. La bicicleta, entre otros transportes no motorizados, es un potencial de transporte importante, que la población limeña utiliza a pesar de que no se les brinda las condiciones necesarias en el espacio urbano. Con el proyecto Bicitar, se busca generar una nueva visión de ciudad, donde transportes más cercanos al usuario ganen más jerarquía en el espacio urbano y arquitectónico.
