El Ceplan, es el ente rector del Sistema Nacional de Planeamiento (Sinaplan), está adscrito a la Presidencia del Consejo de Ministros (PCM), tiene la función de conducir el sistema, para ello elabora instrumentos normativos y metodológicos que orientan la elaboración de planes y políticas nacionales. La Senaju es un órgano de asesoramiento del Ministerio de Educación (Minedu) y está encargada de formular y proponer políticas de Estado en materia de Juventud. En el documento se analiza y explica cómo interactúan los aspectos normativos, técnicos y metodológicos al momento de diseñar, formular e implementar políticas públicas orientadas a la juventud, específicamente en el caso de la Política Nacional de Juventud.
